If you're suggesting that the arrangement should be:

.A5-Z	By region or state, A-Z
.A6-Z	By city, A-Z

that clearly would not work, since the two ranges of numbers would overlap and conflict with each other, and the material dealing with regions or states would be mixed together with the material dealing with cities.  The extra .A5 Cutter is needed in order to segregate the region or state material from the city material.

If that's not what you're suggesting, then I'm sorry but I don't understand your question and will have to ask you to explain it more clearly.

My apologies that I didn't frame my query clearly.
I have no problem with the HV8157/2 Table having both a division 'By region
or state, A-Z' and a 'By city, A-Z'. Of course this is a long-standing
design. My query was really directed at the business of having two Cutter
numbers when dealing with 'By region or state' and the main entry
represented by only an extra digit, whereas with 'By city' the first cutter
goes straight to the 'city' and the main entry gets a *whole* Cutter number.
This creates some amount of confusion amongst our shelflisters. They always
have to come back to the cataloguer to check, on account of there being
nowhere to store such information for them in a fully-automated library
system, as we were able to do with the card shelflist.
