Is it a treatise or an edition of the law?  I believe Montenegro had the
capacity to pass some of its own laws in that period, but it may be hard
to tell if this was one of them, or if it was a law of Yugoslavia, which
in 1998 consisted of Serbia and Montenegro.  Once you figure that out,
you can choose the corresponding entry and subject headings.

I think KKZ 1-4999 is correct.
