I don't think there is any requirement to use either a cutter table or G300.  There is no important distinction between them.  G300 is just a list where certain cutters have already been worked out, but you're not required to use it.  The important thing is to be consistent with what you have in your shelflist.  LC has many titles using .G4, probably going back many years.  Your last guess was probably the correct one.  LC started with that and kept using it.  It's not at all unusual to use one-digit cutters for major countries.

Dear colleagues,

Trying to answer my own question:
I think it is a cutter rather than something from G300 (in that case you’d rather expect G3 for Germany).
But on the other hand why only one digit  for Germany, if it is a cuter from the Cutter Table?
Because  LC once – when one digit for cuttering was normal - started that way?

I’m a bit puzzled, but hopefully someone can help me!
